Iraq’s Oil Minister Hayyan Abdul Ghani announced on Saturday, 4 October 2025, that the Iraqi federal government has so far received more than one million barrels of crude oil from the Kurdistan Region, confirming the loading of the first tanker at the Turkish port of Ceyhan.
The Iraq's state media (INA) quoted Minister Abdul Ghani as saying: “A few days ago, oil pumping resumed from the Kurdistan Region towards the port of Ceyhan via the Iraq–Türkiye pipeline after being halted for more than two years.”
He added: “For the first time, the federal government is receiving oil produced in the Region and undertaking its export outside Iraq. The quantities received so far have exceeded one million barrels, and the first tanker has now docked at the port of Ceyhan with a capacity of 650,000 barrels per day.”
The Minister explained that the tanker will be fully loaded and dispatched to its contracted destination, describing the development as “a major achievement by both the federal government and the Kurdistan Region in successfully resuming oil exports and securing vital revenues for the state budget.”
On 27 September 2025, the Iraqi Ministry of Oil announced the resumption of oil exports from the Kurdistan Region via the Iraq–Türkiye pipeline. In its statement, the ministry confirmed that operations had begun at 6:00 a.m. with strong flow and without technical obstacles, noting that this reflected the success of cooperation between Baghdad and Erbil.
The Kurdistan Region’s oil exports had been suspended on 25 March 2023, following a ruling by the International Chamber of Commerce tribunal in Paris, which found that Türkiye had breached a 1973 pipeline transit agreement by allowing the KRG to export crude independently of Baghdad.
Since then, KRG delegations have conducted around 50 visits to Baghdad to resolve the impasse, culminating in the signing of the tripartite agreement last month.
Under the deal, the Kurdistan Region will produce 280,000 barrels of oil daily. Of this, 50,000 barrels are allocated for domestic consumption, while 230,000 barrels are delivered to Iraq’s State Oil Marketing Organization (SOMO) for export via the Turkish port of Ceyhan.
