PUK 129: We Will Institutionalise KRG's Relations

The President of the Patriotic Union of Kurdistan (PUK) prioritises international ties, following the path set by President Mam Jalal and thus enhancing the PUK's standing among other countries. PUK President Bafel Jalal Talabani emphasises diplomatic relations in all his messages as a candidate of the PUK List 129 states: "The PUK's international relations have elevated the global recognition of the Kurdistan Region's experience and the Kurdish cause."

The PUK's international relations introduced the Kurdish cause to the world

Hero Barzinji, candidate number 48 on the PUK List 129 for the Kurdistan parliamentary elections in Erbil constituency, told PUKMEDIA: "The PUK has effectively developed its global relations since its establishment, particularly under the leadership of  President Mam Jalal and currently under President Bafel. It has significantly contributed to advancing the experience of the Kurdistan Region and the Kurdish cause internationally, hence introducing the Kurdish cause to the world." 

“Currently, as President Bafel presides over the PUK, he plays the same role as Mam Jalal in promoting the Kurdistan Region and the PUK's relations with neighbouring countries, the region, and the world," she added.

"The recent visits of President Bafel to Iran and the United States show that the PUK has always endeavoured to pursue a balanced policy and shape its relations based on the interests of the Kurdish people," she continued.

The PUK's standing in Kurdistan, Iraq and the world is very high

Rawand Shahid Gharib Haladni, candidate number 53 on the PUK List 129 in Sulaymaniyah constituency, told PUKMEDIA: "President Bafel has consistently endeavoured to uphold balance among the opposing sides of the international community. He went to Washington, Moscow, and Iran."

"That shows the fact that the PUK's ties are highly advanced and its stature is significant in Kurdistan, Iraq, the region, and globally," he added.

He further stated: "The PUK's programmes have prioritised foreign relations, and upon reclaiming its rightful position in the Kurdistan Parliament, it will seek to institutionalise the foreign relations of the Kurdistan Regional Government (KRG), as there is a lot of criticism over this problem, where the people believe that the KRG's foreign relations serve the interests of a specific party and have been used this way so far."

" The PUK aims to leverage the KRG's ties with the international community and regional countries to bolster the government's standing and preserve the constitutional structure of the Kurdistan Region," he added.

The PUK's Programmes for Political and Diplomatic Sector

The successive crises and threats to the structure of the Kurdistan Region, along with the repercussions of the referendum and jeopardising the achievements for narrow interest-based connections and involvement in regional agendas, significantly hampered Kurdistan diplomacy. This policy of partisanisation of the representations, exploitation of diplomacy for personal gain, and the use of the Foreign Relations Office as a party organ have undermined the viability of Kurdish diplomacy. The PUK, depending on President Mam Jalal's wise policy that was the basis for fostering significant relations, developing diplomatic ties, and cultivating enduring friendships, proposes this programme to reinstate the importance of these relationships:

1. Correcting the course of governance in the Kurdistan Region and establishing a just and service-oriented national government, therefore terminating the authoritarian rule of one political party.

2. Restructuring relations between the Kurdistan Region and its neighboring countries by focusing on shared and balanced interests. This will involve addressing security and military tensions between the Kurdistan Region and neighbouring countries and resolving conflicts through diplomatic negotiations.

3. The representation of the Kurdistan Region in neighbouring countries and the world as a national institution should be a true representation of the Kurdistan Region and should be free from party interference.

4. Organising the Kurdistan Regional Government's representation in Baghdad as a national institution to serve the Kurdistan Region, with its own administrative, legal, and diplomatic plans and procedures to carry out its responsibilities.

5. Providing political and partisan freedom and establishing a multi-party system throughout the Kurdistan Region.

6. Developing a new strategy to restructure the relations between the Kurdistan Region and the federal government via negotiations and adhering to the constitution to achieve an agreement and effectively address the issue of salaried employees, as well as complete resolution of all other concerns.

7. Creating a favourable climate for the Kurdistan Parliament to fulfil its duties as a legislative institution free from partisan and political pressure.

8. Implementing the laws issued by the Kurdistan Parliament, providing a favourable climate for all committees of the Kurdistan Parliament to monitor, evaluate, and follow up on all Kurdish regional ministries and government institutions.

9. Formulating a constitution for the Kurdistan Region.

The sixth term of the Kurdistan parliamentary elections is scheduled to take place on October 20, 2024. The PUK is contesting with PUK List 129 and 172 candidates under the slogans "Correcting the Course of Governance" and "We Will End It."
