The Kurdistan Region is rich in natural resources and a highly attractive destination for tourists, with fertile soil suitable for agriculture. These qualities serve as the basis for constructing a thriving and advanced country that ensures the prosperity of every member of society. However, as a result of deviating from the principles of shared governance and following to an unrealistic policy and mismanagement, the Kurdistan Region has experienced economic regression in recent years and is confronted with various serious threats. The lives of its citizens are deteriorating day by day and the status of the Kurdistan Region is becoming weaker. Hence, the PUK has pledged to carry out its historical responsibility for this election by implementing a thorough programme aimed at safeguarding the structure of the Kurdistan Region, improving the livelihood of the people of Kurdistan, and correcting the course of governance. The party has set a comprehensive programme  for the upcoming elections which covers all sectors, including:

First: Political and Diplomatic Sector
The successive crises and threats to the structure of the Kurdistan Region, along with the repercussions of the referendum and jeopardising the achievements for narrow interest-based connections and involvement in regional agendas, significantly hampered Kurdistan diplomacy. This policy of partisanisation of the representations, exploitation of diplomacy for personal gain, and the use of the Foreign Relations Office as a party organ have undermined the viability of Kurdish diplomacy. The PUK, depending on President Mam Jalal's wise policy that was the basis for fostering significant relations, developing diplomatic ties, and cultivating enduring friendships, proposes this programme to reinstate the importance of these relationships:

1. Correcting the course of governance in the Kurdistan Region and establish a just and service providing national government, therefore terminating the authoritarian rule of one political party.

2. Restructuring relations between the Kurdistan Region and its neighbouring countries by focusing on shared and balanced interests. This will involve addressing security and military tensions between the Kurdistan Region and neighbouring countries and resolving conflicts through diplomatic negotiations.

3. The representations of the Kurdistan Region in neighbouring countries and the world as a national institution should be a true representation of the Kurdistan Region and should be free from party interference.

4. Organising the Kurdistan Regional Government's representation in Baghdad as a national institution to serve the Kurdistan Region, with its own administrative, legal, and diplomatic plans and procedures to carry out its responsibilities.

5. Providing political and partisan freedom and establish a multi-party system in every area of the Kurdistan Region.

6. Developing a new strategy to restructure the relations between the Kurdistan Region and the federal government via negotiations and adhering to the constitution to achieve an agreement and effectively address the issue of salaried employees, as well as complete resolution of all other concerns.

7. Creating an favorable climate for the Kurdistan Parliament to fulfil its duties as a legislative institution free from partisan and political pressure.

8. Implementing the laws issued by the Kurdistan Parliament, providing a favorable climate for all committees of the Kurdistan Parliament to monitor, evaluate and follow up on all ministries and government institutions of the Kurdistan Region.

9. Formulating a constitution for the Kurdistan Region.

Second: Administrative and Economic Sector
The administration and the economy are the most significant and influential foundations of governance. The success or failure of any authority is intricately connected to the administrative and economical sectors of the country. While the Kurdistan Region possesses abundant resources, its administrative and economic conditions are not only unstable but also plagued by a poor form of government, mostly due to monopoly and injustice by the first ruling party.

The PUK has carefully formulated a unique programme for this domain, encompassing the following key parts:

1. Preventing the confiscation of public property.

2. Eliminating the discrimination between cities and towns in Kurdistan and standing against the financial blockade on the regions. Allocating the budget and expenses of projects based on a fair and equitable plan.

3. Ending the disorder and partisan recommendation or support of the ruling party in the governmental institutions of the Kurdistan Region and adhere to the concept of citizenship in dealing with the people.

4. Preventing the use of government institutions for personal, private and party interests.

5. Equal and unbiased allocation of positions in administration across the Kurdistan Region, based on competency, genuine partnership, and electoral merit.

6. Enhancing the livelihood of the families of martyrs, veteran Peshmergas, political prisoners, veteran organisations, relatives of Anfal victims, individuals with disabilities, young people, and other segments of society.

7. Extending the implementation of the one-window system to facilitate transactions in government offices and institutions.

8. Enabling the Kurdistan Regional Government to operate institutionally according to a strategically and scientifically sound short-term and long-term plan.

9. Ensuring equal and unbiased provision of administrative requirements for all provinces, local administrations, districts, sub-districts and villages within the Kurdistan Region.

10. Working to hire and offer employment opportunities to all citizens based on their skills, expertise, and needs, without any influence from political party bias or affiliation.

11. Decentralising the administrative system to be extended from the central authority to the centre of the provinces, administrations, districts and sub-districts of the Kurdistan Region.

12. Working to separate the salaries and livelihood of people from political disputes and ensure a satisfactory standard of living for all salaried employees.

13. Focusing on local production which will generate more job prospects for the citizens of the Kurdistan Region, therefore fostering more prosperity in the Kurdistan Region.

14. Restructuring and developing the banking system in the Kurdistan Region.

15. Regulating tax and fee policies, while reducing water and electricity costs in accordance with the living standards of citizens.

16. Reviewing the oil policy of the Kurdistan Region and reach an agreement with the federal government by enacting a new oil and gas law in compliance with the constitution.

17. Eliminating the phenomenon of oil extraction and smuggling in the Kurdistan Region.

18. Adopting a law to safeguard the minerals and natural resources of the Kurdistan Region.

19. Modernity and balance in the reorganisation of the customs of the Kurdistan Region.

Third: Relatives of Martyrs & Anfal Victims, Disabled Soldiers, Political Prisoners, & Veterans' Organisations:
The rights of our people and the establishment of the federal system are the results of the sacrifices made by martyrs, veteran Peshmergas, political prisoners, veterans' organisations, Anfal victims, and disabled soldiers. Consequently, they, their families, and their descendants deserve a better quality of life. The PUK, recognised as the Party of Martyrs and with the greatest sacrifices, is committed to:

1. Equalising the salaries and benefits of the families of martyrs and Anfal victims in the Kurdistan Region with those of martyrs in Iraq.  

2. Aligning the salaries, rights, and benefits of political prisoners in the Kurdistan Region with those of political prisoners in Iraq.  

3. Providing housing land for the relatives and descendants of martyrs, veteran Peshmergas, political prisoners, veterans' organisations, Anfal victims, and disabled soldiers.  

4. Offering financial assistance to their relatives and grandchildren for education and marriage.  

5. Prioritising employment opportunities for their relatives and descendants.  

6. Providing healthcare for their relatives and grandchildren.  

7. Providing free treatment for veteran Peshmergas, political prisoners, veterans' organisations, and disabled soldiers in public hospitals, along with support for treatment in private hospitals and abroad.  

Fourth: Disputed Regions and Article 140
The PUK views the disputed regions of the Kurdistan Region as a strategic national issue. All of its previous political endeavours have been to legally reintegrate these regions into the administration of the Kurdistan Region, and at present it is determined to settle the matter. Our programme for this includes:

1. Striving to enhance the efficacy of Article 140 of the Iraqi Permanent Constitution and enforce all of its provisions.

2. Restoring stability to the security, military, and political conditions in the disputed regions, which are currently experiencing an unusual state as a result of the referendum's consequences.

3. Highlighting the share and merit achieved in the Kurds' elections and forming administration of these regions in accordance with the elections' outcomes.

4. Maintaining support for the service institutions in the disputed regions, particularly the Kurdish areas that experience neglect from the imposed administrations.

5. Promoting Kurdish education in these regions and facilitating the admission of a substantial number of students to the universities in the Kurdistan Region.

6. Providing support to Kurdish cultural, artistic, and sporting institutions in the disputed regions.

Fifth: Security (Asayish) and Peshmerga Sector
Providing a decent life for the Peshmerga and other security forces has always been a top concern for the PUK. Additionally, maintaining political and social stability in the Kurdistan Region is a crucial foundation for the viability of the democratic system. The reorganisation of the Kurdistan Peshmerga forces and the global coalition's motion to consolidate the Peshmerga under a unified national army have become the prerequisites for engaging with and equipping that force. Hence, the PUK has devised a comprehensive and well-rounded programme encompassing all aspects associated with the Peshmerga and security forces. Our programme for this sector includes:

1. Reviewing and revising the laws pertaining to the Peshmerga, with the aim of guaranteeing a higher quality of life for the Peshmerga, veterans, disabled Peshmergas, and the families of martyrs.

2. Aligning the salaries, benefits, and other rightful entitlements of the Peshmerga and Peshmerga retirees with those of the federal military personnel.

3. Allocation of residential land to the Peshmerga and providing them with housing advances.

4. Providing assistance to the descendants of the Peshmerga and all security personnel.

5. Providing free medical care to the Peshmergas and their families in public hospitals and offering assistance for treatment in private hospitals and overseas if necessary.

6. Protecting and promoting the principle of the rule of law (the independence of the judiciary) from any form of interference.

7. Unifying and coordinating all Peshmerga forces under the oversight of the Ministry of Peshmerga through compromise, balance, and partnership.

8. Implementing institutional reforms in the Ministry of Peshmerga in line with contemporary military scientific methodologies and the reform law of the coalition.

9. Coordinating a yearly honorary event for individuals who diligently and effectively serve to uphold security and stability, as well as safeguard the lives and property of citizens.

10. Our objective is to mitigate tensions in the border regions and restore normalcy to the lives of the people residing in those areas.

11. Prioritising the enhancement of the Kurdistan Peshmerga, internal forces, security, and traffic forces through the provision of necessary resources and the improvement of their capabilities.

12. Enhancing the capacities of military colleges in the Kurdistan Region.

13. Enhancing relations between the Peshmerga forces and Iraqi forces and implementing more effective coordination to bridge the existing gap between the two.

14. Ensuring balance and synchronisation in the development and execution of security policy across all security and intelligence institutions in the Kurdistan Region.

Sixth: Youth, Culture, and Arts Sector
The PUK presents the following programme to keep Kurdish society young, to preserve Kurdish identity and culture, to develop culture and art, to showcase the abilities of young people and to support them:

1. Formulating a suitable plan to provide job opportunities for the youth in various sectors and address the issue of unemployment in the Kurdistan Region.

2. Implementing a suitable programme to deter the phenomenon of youth migration and foster a conducive atmosphere to start of reverse migration.

3. Organising yearly cultural and sports festivals and conferences across the provinces, administrations, and districts of the Kurdistan Region.

4. Assisting talented youth to showcase their skills and talents in various domains.

5. Establishing cultural centres and contemporary venues throughout the cities and towns of the four provinces, administrations, and districts within the Kurdistan Region.

6. Prioritising the development and enhancement of cultural and artistic infrastructure.

7. Striving to lower the cost of internet and communication services.

8. Minimise the cost of parallel education and secure the student allowances.

9. Allocating greater focus to young people, students, and civil society organisations.

10. Ensuring financial security and livelihoods of writers and artists, prioritising their projects, and allocating the required yearly budget for this objective.

11. Prioritising the creation of statues honouring the late artists, poets, and athletes of our society, in order to ensure their enduring presence in the collective memory of future generations.

12. Safeguarding and rehabilating historical landmarks in the Kurdistan Region's provinces.

13. Establishing exclusive theatre venues in the provinces of the Kurdistan Region and prioritising the development of Kurdish theatre.

Seventh: Education and Higher Education Sector
The education system in the Kurdistan Region requires additional enhancement in terms of its quality, curriculum, teaching methodologies, and available modern facilities for students. Thus, the PUK has formulated a dedicated programme for this objective, encompassing the following elements:

1. Revamping the educational system to incorporate contemporary principles of education and science.

2. Regulating and consolidating student allowances and lower tuition fees of private schools, universities, and institutes, so minimising any adverse effects on students' lives.

3. Improving the livelihood of teachers and employees of the Ministry of Education and providing them with housing and addressing their issues.

4. Establishing research centres and allocating the necessary funds for scientific research.

5. Establishing a broad bridge between the universities in the Kurdistan Region and the institutions in Iraq as well as worldwide.

6. Eliminating the difference in quality and curriculum of public and private schools.

7. Enhancing the cognitive and scientific skills of teachers by introducing new courses, delivering comprehensive information, employing information technology, offering ongoing annual training, and conducting innovative research.

8. Providing administrative and financial autonomy to universities and colleges in order to facilitate the advancement and enhancement of scientific and innovative pursuits.

9. We will work to provide micro loans to students enrolled in private schools, universities and colleges.

10. Establishing and assisting modern kindergartens to provide children with contemporary education.

11. Expanding the number of kindergartens that can be the foundation of contemporary education.

12. Ensuring due consideration for the native language throughout all stages of schooling.

Eighth: Health Sector
One of the most essential sectors that directly impacts all members of society is the health sector. An advanced healthcare system in any country ensures the well-being of its population. Hence, the health sector was given particular focus in the PUK programme, encompassing the following points:

1. Implementing a comprehensive overhaul of the health system, grounded in medical science and according to relevant laws.

2. Protecting the rights of patients and providing them with specialised services while ensuring cost-effective treatment and organising clinic operations.

3. Prioritising the public sector and enacting reforms in this domain to alleviate the need for people to seek treatment at private sector hospitals.

4. Providing advanced medical equipment in the hospitals of the Kurdistan Region to reduce the need for patients to seek certain treatments and testing abroad.

5. Developing an appropriate plan for employing graduates from medical colleges, nursing colleges, and technical medical institutes to address the shortage of human resources in hospitals and health centres throughout the cities, towns, and villages of the Kurdistan Region.

6. Implementing an enhanced programme to mitigate the spread of communicable diseases among citizens, achieved by increasing their health awareness, promoting awareness of nutritious food and hygiene practices.

7. Offering training programmes for doctors and healthcare professionals abroad.

8. Eliminating the monopoly in the import market of pharmaceuticals and decreasing taxes and tag prices, therefore resulting in a reduction in the cost of medicines.

9. Augmenting quality control teams to mitigate the occurrence of importing substandard pharmaceutical product.

10. Organising yearly medical conferences in the provinces of the Kurdistan Region to advance the healthcare industry.

11. Implementing a comprehensive healthcare system and overseeing the importation of medications and health supplies, while ensuring equal pricing of medicines in all cities and towns of Kurdistan.

12. Providing health insurance for all residents of the Kurdistan Region.

13. Prioritising health awareness in the educational programmes.

14. Providing health supplies everywhere in the Kurdistan Region.

15. Sustaining Sulaymaniyah's leading standing in the health sector in the Kurdistan Region and Iraq, and to extend this expertise to other cities in Kurdistan.

16. Prioritising and promoting family medicine

17. Establishing coordination among the provinces of the Kurdistan Region in the realm of healthcare.

18. Formulating a comprehensive plan to eliminate child malnutrition in the Kurdistan Region.

19. Developing a suitable strategy to advance the health sector at both the public and private realms.

20. Establishing hospitals and health centres in every province of the Kurdistan Region in accordance with the necessary plan.

21. Collaborating with the federal government to ensure effective distribution of pharmaceuticals and medical equipment across all areas of Kurdistan.

22. Prioritising the health of children, particularly those diagnosed with autism.

Ninth: Agriculture, Irrigation and Livestock Sector
In order to establish the agricultural and livestock sector as a viable alternative to the oil industry, the Kurdistan Region requires stability and a new system. This can be achieved by implementing a well-defined agricultural and livestock policy, which will facilitate the broader and more comprehensive growth of the agricultural and livestock sector. This will enable us to not only reduce our reliance on foreign products, but also to export our own products. The programme of the PUK for the agricultural, irrigation, and livestock sectors comprises the following key areas:

1. Prioritising the agricultural sector and ensuring the provision of necessary logistical support for farmers to rejuvenate this industry as a fundamental sector in the Kurdistan Region.

2. Administering suitable opportunities and meeting the needs of farmers to return to their villages and develop agricultural and livestock products.

3. Prioritising the marketing and storage system of local goods and products and limiting the importation of agricultural products.

4. Providing loans to farmers to revive agricultural projects.

5. Encouraging and supporting the private sector and the establishment of factories specialising in livestock and agricultural products.

6. Preventing the conversion of agricultural land to residential projects.

7. Raising farmers' awareness and continuously providing guidance and following innovative techniques to improve their products.

8. Prioritising the three dams (Darbandikhan, Dukan, Duhok) and constructing other dams in various locations to utilise them for water storage, agriculture, and power production.

9. Addressing irrigation issues in regions experiencing irrigation challenges.

10. Developing a long-term strategy to prevent the import of food products, seeds, fertiliser, herbal and animal medicines that harm the food security of the Kurdistan Region and the health of citizens.

11. Developing a suitable strategy for protecting bird species and wildlife in the Kurdistan Region.

12. Organising periodic festivals focused on showcasing agricultural goods from the Kurdistan Region.

13. Providing special warehouses for gathering and storing farmers' crops in agricultural areas of the Kurdistan Region.

14. Giving greater focus to the veterinary industry in order protect livestock.

15. Removing tax on farmers' agricultural products.

16. Constructing modern warehouses and reducing taxes on warehouses.

17. Providing all agricultural needs with long-term loans.

18. Constructing silos for agricultural areas in the provinces of the Kurdistan Region.

19. Developing a solution for land and gardens' issue that benefits the citizens.

20. Assisting farmers in case of natural disasters and loss of their crops.

21. Implementing measures to facilitate the return of residents from the border regions of Duhok and Erbil provinces, with a particular focus on the agriculture industry.

22. Giving greater focus on beekeeping and catering to the requirements of beekeepers.

Tenth: Tourism Sector
The Kurdistan Region is highly significant and well-suited for the advancement of the tourism industry. This will result in the establishment of crucial economic infrastructure and the generation of employment prospects. Moreover, it has the potential to serve as a hub for social, artistic, and cultural connections with individuals and nations both within the region and globally, particularly with the central and southern provinces of Iraq. To achieve this, we developed a programme including the following points:

1. The Kurdistan Region is very suited to diverse tourism-related events, as each of its provinces offers numerous appealing destinations for tourism, including quaint picnic spots and historical landmarks such as castles, caves, mountains, and religious sites. Hence, our intention is to promote the Kurdistan Region as a significant tourism destination, with the aim of enticing a greater number of tourists to visit the Kurdistan Region.

2. Developing an extensive plan to enhance the tourism knowledge and hospitality of people who own tourist sites in the Kurdistan Region .

3. Developing a plan in collaboration with universities, colleges, and the Tourism Board of the Kurdistan Region to hire graduates from tourism departments at hotels and tourist destinations.

4. Encouraging and providing more opportunities for investors who want to invest in tourism sector.

5. Directing more focus on sports such as mountaineering and swimming in the tourism destinations of the Kurdistan Region.

6. Organising artistic events, celebrations, concerts, and festivals to showcase the tourist destinations of the Kurdistan Region and attract visitors.

7. Building stadiums, sports halls, and modern hotels in tourist destinations and offering essential services.

8. Efficiently managing tourist attractions to ensure they serve as a significant revenue stream and offer employment prospects for the youth.

9. Contemporary and sophisticated restoration of monuments and tourism sites.

10. Implementing price and rental regulations for picnic spots, hotels, and restaurants in tourist destinations.

11. Safeguarding the rights and ensuring the safety of tourists.

12. Focusing on religious tourism, archaeology, sports, and other related activities.

13. Focusing on winter tourism.

14. Enhanced marketing of tourist destinations using various media platforms and social media channels.

Eleventh: Industry and Energy Sector
The matter of energy in the Kurdistan Region has garnered significant local, regional, and international focus and has served as the fundamental support of the region's economy for an extended period. Nevertheless, the Kurdistan Region is confronted with several problems and hazards due to poor treatment and ineffective policies regarding energy and natural resources. The PUK, as the mastermind behind oil production and refining in Kurdistan, has consistently held a distinct and comprehensive national perspective on the energy matter from the start. The following programme outlines the vision and strategy of the PUK for the energy sector:

1. Addressing the issue of electricity in cities, towns, and villages within the provinces and expanding the number of power plants.

2. The resolution of the oil, energy, and fuel disputes between the Kurdistan Region and Baghdad will generate employment prospects for thousands Kurdistan citizens. Additionally, a significant portion of the costs paid by the citizens of the Kurdistan Region will be refunded, particularly in light of the decrease in fuel, petrol, and Gas prices.

3. Through the PUK team in the federal government, we will work to restructure the refineries in the Kurdistan Region, which will enhance employment prospects and meet the fuel requirements of the people.

4. We are working to build factories for tomato paste, dairy products, olives, cooking oil and strawberries (etc.) in the provinces of the Kurdistan Region.

5. Assisting factory owners in the Kurdistan Region to fulfil their requirements and enhance their product range.

6. Applying the achieved success of Sulaymaniyah in the industrial sector to other parts within the Kurdistan Region.

7. Supervision of petrol and fuel refineries with regards to their quality and pricing.

Twelfth: Sports Sector
The PUK has formulated a contemporary strategy to enhance the sports sector spanning the entire Kurdistan Region. The PUK's programme for sports sector includes:

1. As per a new programme, it is recommended to give greater emphasis to the domain of sports throughout all levels of education, both in terms of theoretical knowledge and practical application, rather than as a subordinate subject.

2. Striving to enhance sports consciousness of all ages and educating the Kurdish society to grow a healthy and sports-loving society.

3. Sports should be structured on a contemporary framework, and the Ministry of Culture and Youth of the Kurdistan Regional Government should execute this task in accordance with a specific plan.

4. Establishing private sports schools in every province, district, and sub-district, together with the provision of sports equipment.

5. Ensuring the provision of sports facilities such as tartantracks, indoor stadiums, swimming pools, and winter games stadiums in all cities and towns of the Kurdistan Region.

6. Designating a dedicated budget to enhance the state of sports in the clubs of the Kurdistan Region and ensure a satisfactory standard of living for athletes, with a focus on the popular teams.

7. More attention will be paid to sports in schools, colleges and universities in the Kurdistan Region.

8. Building stadiums, organisation of sports courses and training sessions, and provision of sports equipment.

9. Formulating a special plan to prioritise investment in the sports industry, therefore generating employment prospects and broadening the economic resources of the Kurdistan Region.

10. Promoting Human Investment in the sports sector driven by the objective of growing elite athletes.

Thirteenth: Sector of Empowering Women
Being a contemporary and progressive party, the PUK has extensively focused on women and has offered tangible avenues for women to apply their skills in senior party and government roles. Within the government sector, the PUK has appointed women to prominent positions such as speaker of parliament, minister, mayor, governor, sub-district director, and others. This focus is a result of the cultural values of Comrade Mam Jalal, who placed significant emphasis on women. Consequently, the PUK is actively engaged in advocating for women's rights and achieving equality. To this end, the PUK has formulated an innovative strategy, encompassing the subsequent aspects:

1. Providing more opportunities for women and eliminate discrimination.

2. Providing more opportunities for women to participate in all government institutions and take senior political positions based on their abilities and expertise.

3. Work to increase the proportion of women in government institutions on the basis of skills and abilities.

4. Encouraging and supporting women to implement various projects in the private sector and create job opportunities for women through these projects. For this purpose, the KRG should provide loans to women entrepreneurs.

5. Tackling the occurrence of femicide by implementing specific laws.

6. Expanding employment prospects for women in both the public and private sectors.

7. Promoting and facilitating the education of women.

Fourteenth: Environment Preservation Sector
The environment has emerged as a prominent concern for the global community and international institutions, since human existence and survival are profoundly interconnected with the environment. Political forces have the responsibility to spread public awareness and establish environmental strategies to effectively safeguard the environment and promote environmental consciousness. They should also present appropriate solutions to the executive authority.

The PUK is an environmentally friendly entity that advocates for the preservation of the environment and the promotion of sustainability in Kurdistan. To achieve this, the PUK proposes the following programme:

1. Boosting the level of greenery and elevating it to international standards.

2. Implementing necessary actions against factories and industrial facilities that contribute to polluting the environment in the Kurdistan Region.

3. Striving to eradicate every part of the Kurdistan Region of mines and traces of past bombings, in order to establish a clean and healthy environment.

4. Our objective is to establish recycling facilities in every province, administration, and district within the Kurdistan Region.

5. Activating the environmental protection offices and providing the necessary resources for environmental preservation organizations.

6. Establishing essential colleges and institutes focused on environmental studies in the provinces of the Kurdistan Region.

7. Clearing the border regions of the Kurdistan Region from the effects of shelling and bombing by regional countries and the remnants left by the forces of the fallen Ba'ath regime.

8. Exterminating origins of pollutants in the environment.

9. Providing modern fire fighting equipment as fires result in polluting a significant portion of the Kurdistan ecological system annually. Insufficient availability of sophisticated fire fighting equipment has resulted in significant destruction of the forests in the Kurdistan Region.

10. Ensuring the provision of labour, infrastructure, and financial resources for the gathering and proper management of waste in towns and cities.

11. Organising an extensive environmental awareness campaign and implementing tree planting initiatives in towns and cities.

12. Implementing targeted actions against factory operations that have emerged as a significant contributor to environmental pollution.

13. Providing education and technical training to academic cadres on environmental awareness.

14. Conducting seasonal campaigns to proactively maintain Kurdistan's environment clean.

Fifteenth: Labourors, Merchants and Practitioners
Labourers, merchants, and practitioners are the original founders of the nation and a significant segment of Kurdish society. The PUK emphasises their significance and its programme for this sector encompasses:

1. Enacting laws to protect the rights and privileges of labourers, merchants, and practitioners.

2. Providing health and social insurance for labourers.

3. Prioritising the implementation of safety protocols for workers.

4. Reducing the tax and duty rates imposed on them.

5. Establishing their designated working hours.

Sixteenth: Immigration Sector
IDPs in the Kurdistan Region pose a significant strategic challenge due to the significant burden they impose on the region in terms of housing, services (including electricity, water, medical supplies, hospitals, medicines, schools, teams, and expenditures for municipal affairs, food, and other supplies). The resolution of this issue will enable a significant number of IDPs to return, therefore generating employment prospects for a substantial number of young people and labourers in the Kurdistan Region. Hence, the people of the Kurdistan Region will get improved services encompassing electricity, water, healthcare, education, and municipal services. Our strategy advocates for the return of IDPs, while the federal government endorses the closing of IDP camps and the central and southern Iraqi cities have returned to their normal state, and it is not viable to hinder the return of IDPs for the purpose of political, electoral, and financial benefits.
