The spokesman for the Commander-in-Chief of the Iraqi Armed Forces has announced the results of the investigation into last month’s deadly attack on the Karkh Agriculture Department, along with a series of disciplinary and legal measures approved by Prime Minister and Commander-in-Chief Mohammed Shia' Al Sudani.

In a statement issued on Saturday evening and received by PUKMEDIA, spokesman Sabah al-Numan said the investigative committee had completed its work into the 27 July 2025 incident, which left civilian and security personnel dead and wounded after armed elements unlawfully entered a government office.

The inquiry concluded that the perpetrators were members of Kata’ib Hezbollah, affiliated with the 45th and 46th Brigades of the Popular Mobilisation Forces (PMF). The force, the report said, acted without official orders, in violation of military protocols, and opened fire on security forces.

The investigation also implicated the dismissed director of the Karkh Agriculture Department, Ayad Kazim Ali, accusing him of prior coordination with the armed group and involvement in multiple cases of administrative corruption, forgery, and illegal seizure of agricultural land.

The committee further identified flaws in the PMF’s command and control structure, citing formations that failed to adhere to military regulations.

Based on the findings, the Commander-in-Chief approved the following measures:

-Dismissal of the commanders of the 45th and 46th PMF Brigades.

-Formation of an investigative board against the Jazeera Operations commander for negligence.

-Referral of all individuals involved to the judiciary with full evidence.

-Disciplinary action against those who failed to take immediate legal and security measures.

-Measures to ensure full compliance with PMF movement and disciplinary regulations.

-Comprehensive review of unit deployments, capabilities, and leadership competence.

-Commendations for security personnel who confronted the attack.

-Recognition of civilian victim Abbas Obaid Nahi as a martyr, granting his family full civil rights.

Numan stressed that the recommendations aim to uphold military discipline, ensure accountability, and guarantee justice for the victims.
