Law Professors Draft Roadmap for University Independence in Kurdistan

Sulaymaniyah Law Scholars Lead Reform Effort
A group of prominent law academics have contributed to drafting a strategic roadmap aimed at securing administrative and financial independence for universities and higher education institutions across the Kurdistan Region.
In an official statement, the College of Law at the University of Sulaymaniyah announced that the university’s proposal has been formally submitted to the Ministry of Higher Education and Scientific Research. The work forms part of an ongoing effort to establish a more autonomous and modern university system within the Region.
Professor Dr Dana Abdulkarim Saeed, Dean of the College of Law, and Professor Dr Mustafa Rasul Hussein, Assistant Dean, represented the University of Sulaymaniyah as members of the preparation committee responsible for shaping the proposal. Their involvement reflects the university’s active role in shaping future educational policy.
At the ministry level, Professor Dr Sozan Osman Qadir also contributed as a committee member, advocating for the legal recognition of university independence and highlighting the importance of granting institutions both administrative and financial autonomy.
The first official discussion on the independence of Kurdistan’s universities was held on Tuesday, 3 December 2025, at the Ministry of Higher Education and Scientific Research. The meeting was attended by lecturers, academics, and experts in university governance, marking a significant step in what many hope will be a long-term reform process.
