Justice Minister: 10,434 Convicts Covered by General Amnesty Law

Iraqi Justice Minister Khalid Shwani announced on Tuesday that 10,434 convicts have been included under the general amnesty law. He added that the Supreme Judicial Council will gradually release details regarding the number of detainees and those released on bail.

Speaking to the Iraq's state media (INA), Minister Shwani said: “To date, 10,434 convicted prisoners in the Ministry of Justice facilities have been included in the amnesty law.”

He further explained that “the Supreme Judicial Council will continuously provide updates on detainees and individuals released on bail whose cases were under investigation or before criminal courts and who have been included in the amnesty.”

Shwani clarified that “the aforementioned figure pertains solely to convicts who were held in Ministry of Justice prisons and have been released under the amnesty law.”

The Iraqi Parliament passed the general amnesty law on 21 January 2025. The law was published in the Official Gazette nearly a month later, commencing its legal implementation.

The number of those covered by the amnesty law has reached around 145,000, according to the latest numbers from the judiciary.
