Qubad Talabani: Constitution is Key to Resolving Disputes

A high-level delegation from the Patriotic Union of Kurdistan (PUK), led by PUK Politburo Member Qubad Talabani, met with Ammar al-Hakim, leader of the National Wisdom Movement, in Baghdad on Monday, 8 December 2025.
During the meeting, both sides exchanged views on the steps required to form the next Iraqi government. They agreed that all Iraqi political forces, representing the country’s diverse communities, must work together to establish a government that reflects the election results and upholds the highest national interests—ensuring it gains the confidence and satisfaction of all components of the Iraqi people.
Talabani reaffirmed that the PUK believes the constitution is the foundation for resolving the majority of Iraq’s challenges, including the outstanding issues between the Kurdistan Region and Baghdad. He emphasised the necessity of fully implementing all constitutional articles to achieve lasting solutions.
He also underlined the importance of reaching a comprehensive political agreement among Iraqi parties—one that clearly defines commitments and responsibilities—so that the next government can be held accountable should it fail to implement the agreed principles.
