A high-level delegation of the Patriotic Union of Kurdistan (PUK), led by Qubad Talabani, member of the PUK Political Bureau, met with Mohammed Shia’ Al Sudani, leader of the Reconstruction and Development Coalition, in Baghdad on Monday, 8 December 2025.
During the meeting, both sides described the successful conduct of the parliamentary elections as an important democratic achievement for all Iraqis. They expressed hope that political forces would reach an agreement as soon as possible to form an efficient and strong government capable of serving every part of Iraq without discrimination.
Talabani outlined the PUK’s vision and programme for the formation of the next Iraqi government, as well as the future of relations between the Kurdistan Region and Baghdad. He emphasised that the next government must work seriously to safeguard Iraq’s sovereignty and independence, while also creating a favourable environment for economic development across all regions of the country.
He further stressed that resolving outstanding issues between the federal and regional governments — particularly the budget — should be an immediate priority. “The budget, as a constitutional right of Kurdish citizens, should not become a subject of political conflict,” he said.
