Qubad Talabani, member of the Patriotic Union of Kurdistan (PUK) Political Bureau, has reaffirmed the party’s support for the formation of a strong and efficient federal government in Iraq. Speaking during a series of high-level meetings in Baghdad with Iraqi leaders, Talabani stressed that the next administration must serve all Iraqis, advance economic development, and resolve outstanding issues between the Kurdistan Region and the federal government—particularly ensuring the Kurdish Region’s constitutional budget and salaries are safeguarded.

PUK Supports a Government That Resolves Budget and Salary Issues

A high-level delegation from the Patriotic Union of Kurdistan (PUK), led by PUK Politburo Member Qubad Talabani, met on Monday evening, 8 December 2025, with Muhsen al-Mandelawi, leader of Al-Asas Alliance, in Baghdad.

Talabani stated: "The successful conduct of the parliamentary elections represents an important step in strengthening the foundations of democracy in Iraq. The post-election phase will present greater challenges for all political parties as they work to create a constructive environment for forming a strong and efficient government that reflects the election results and meets the aspirations of the citizens."

He also outlined the PUK’s vision for the next phase, emphasising that party supports forming a government capable of fundamentally resolving the outstanding issues between the Kurdistan Region and Baghdad — particularly those related to the budget and the salaries of the Kurdistan Region.

PUK Ready to Cooperate for Formation of Inclusive Iraqi Government

A high-level delegation from the Patriotic Union of Kurdistan (PUK), led by PUK Politburo Member Qubad Talabani, met on Monday evening, 8 December 2025, with Muthanna al-Samarrai, leader of the Azm Alliance, in Baghdad.

During the meeting, both sides emphasised the need to urgently build consensus among all political parties to ensure the establishment of a government that is acceptable to all communities and capable of meeting the aspirations of the Iraqi people.

Talabani outlined the PUK’s vision and programme for forming the next government, stating that Iraq requires a strong and efficient administration that simultaneously safeguards the country’s sovereignty and independence while taking decisive steps toward economic development.

He reaffirmed that following the programme and path of President Mam Jalal, the PUK is ready to work and cooperate with all parties to reach a comprehensive agreement and form the next Iraqi government as soon as possible.

Constitution is Key to Resolving Disputes

Talabani reaffirmed that the PUK believes the constitution is the foundation for resolving the majority of Iraq’s challenges, including the outstanding issues between the Kurdistan Region and Baghdad. He emphasised the necessity of fully implementing all constitutional articles to achieve lasting solutions.

He also underlined the importance of reaching a comprehensive political agreement among Iraqi parties—one that clearly defines commitments and responsibilities—so that the next government can be held accountable should it fail to implement the agreed principles.

Qubad Talabani: Budget Should Not Become a Subject of Political Conflict

They expressed hope that political forces would reach an agreement as soon as possible to form an efficient and strong government capable of serving every part of Iraq without discrimination.

Talabani outlined the PUK’s vision and programme for the formation of the next Iraqi government, as well as the future of relations between the Kurdistan Region and Baghdad. He emphasised that the next government must work seriously to safeguard Iraq’s sovereignty and independence, while also creating a favourable environment for economic development across all regions of the country.

He further stressed that resolving outstanding issues between the federal and regional governments — particularly the budget — should be an immediate priority. “The budget, as a constitutional right of Kurdish citizens, should not become a subject of political conflict,” he said.

Qubad Talabani and Nouri al-Maliki Stress Consensus to Form Inclusive Iraqi Government

A senior delegation from the Patriotic Union of Kurdistan (PUK), led by Qubad Talabani, met in Baghdad today, Monday, 8 December 2025, with Nouri al-Maliki, Leader of the State of Law Coalition.

The discussions centred on efforts to form Iraq’s new government. Both sides stressed the importance of building consensus among all political forces and communities to establish a strong, effective administration with broad support.

During the meeting, al-Maliki highlighted the role of President Mam Jalal in fostering unity within both the Kurdish and wider Iraqi political arenas, emphasising the need to adopt a similar approach in the current phase to achieve consensus and form the next government.

Talabani, for his part, reaffirmed the PUK’s readiness to offer full support and cooperation to other political parties to reach a comprehensive and robust agreement on the mechanism for forming the new government.

Qubad Talabani: PUK Supports Establishment of a Strong and Efficient Government

Qubad Talabani, member of the Political Bureau of the Patriotic Union of Kurdistan (PUK), accompanied by a high-level PUK delegation, met on Sunday night, 7 December 2025, with Hadi al-Amiri, Secretary-General of the Badr Movement, to discuss the formation of the next Iraqi government.

During the meeting, held in Baghdad, Talabani stated that the PUK supports the establishment of a strong and efficient government—one capable of meeting the demands and expectations of the Iraqi people and serving all ethnicities, religions, and components of society without discrimination.

Speaking on the outstanding issues between the Kurdistan Region and Baghdad, Talabani stressed that any further delay in resolving these matters would be detrimental to Iraq as a whole, emphasising that the first priority of both the next federal government and the next Kurdistan Regional Government (KRG) should be to address these issues in accordance with the constitution. He underscored that the Region’s budget and salaries must not be entangled in political disputes, as they are a constitutional entitlement of the Kurdish people.

Talabani further explained that the PUK believes Iraq must move towards genuine economic development, which requires the next government to treat all regions equally and create favourable conditions for growth and investment.

During the meeting, Darbaz Kosrat Rasul, member of the PUK Political Bureau, highlighted the need to strengthen relations among all political forces—particularly the deep and longstanding ties between the PUK and Shia parties—in order to form a strong, inclusive coalition government capable of delivering stability and promoting Iraq’s political and economic progress.

Qubad Talabani Meets Qais Khazali in Baghdad

During the meeting, Talabani congratulated Khazali on the election results and outlined the PUK’s vision for the future of Iraq, as well as the framework for relations between the Kurdistan Region and Baghdad. He reaffirmed that the PUK regards Baghdad as its strategic depth and believes that all outstanding issues in Iraq—including those between the Kurdistan Region and the federal government—must be resolved within the constitutional framework and in line with the interests of Iraq as a whole.

On the formation of the next Iraqi government, Talabani stressed that Iraq requires a strong and efficient administration capable of safeguarding the country’s sovereignty and independence, while also taking decisive steps to advance economic development.

He added that the PUK’s policy is centred on supporting a strong Iraq with a stable and resilient economy in which long-standing disputes between the Kurdistan Region and Baghdad are addressed comprehensively. He emphasised that the budget and public sector salaries—being constitutional entitlements of the Kurdish people—must be guaranteed, and that it is the responsibility of the next Iraqi government to ensure the provision of the Kurdistan Region's share in the budget, far from political conflicts.

Qubad Talabani Meets President of the Iraqi Supreme Judicial Council

Qubad Talabani, member of the Political Bureau of the Patriotic Union of Kurdistan (PUK), led a high-level delegation to Baghdad, where he met with Faiq Zaidan, President of the Iraqi Supreme Judicial Council.

The meeting, held on Sunday evening, 7 December 2025, focused on the Iraqi parliamentary elections. Both sides agreed that the successful conduct of the elections represents an important democratic achievement for all the people of Iraq. They expressed hope that, in line with the results, a government will be formed that meets the expectations and aspirations of all Iraqi communities.

Talabani affirmed that the PUK believes many of Iraq’s challenges—including outstanding issues between the Kurdistan Region and Baghdad—can be resolved by returning to full constitutional implementation. He stressed that adherence to the Constitution, and the application of all its articles, is the only viable path towards resolving disputes and advancing Iraq’s stability and development.

During the meeting, the head of the PUK delegation further emphasised that the foremost priority for both the next Kurdistan Regional Government (KRG) and the future Iraqi government must be the resolution of outstanding issues between them. In particular, he stressed that the budget—being a constitutional entitlement of the Kurdish people—should no longer be tangled with political conflicts.
