Kurdistan Teachers Union holds a meeting with the Parliament of Kurdistan

To discuss some important issues and subjects, a delegation of the Kurdistan Teachers’ Union held a meeting with the Committee of Education and Higher Education and Scientific Research at the Parliament of Kurdistan.

In the meeting, after welcoming the delegation the role of the Kurdistan Teachers’ Union was highly appreciated in serving the process of education, teaching, and higher education. Then they all emphasized teachers’ rights. After that, the following subjects were discussed:

The law of the Ministry of Education, which is now in the Parliament of Kurdistan, consists of 198 Articles and 121 pages. It is worth mentioning that the Kurdistan Teachers’ Union has 31 comments on its articles to implement them in a better way.

The suggestions were made and discussed one by one. In return, the committee listened to the delegation carefully and agreed on the points of the delegation. The delegation’s comments were paid importance by the committee. That’s why they promised to work on the comments to serve the process of education. 

Teachers’ promotion was the second subject that was discussed in detail. It is worth remembering that teachers’ promotion, which is a legal right for the teachers of Kurdistan, has been put on hold since 2015 because of the hard economic situation and the fight against ISIS.

But the economy of Kurdistan is much better than before. Therefore; the government of Kurdistan must provide teachers with this legal right. The committee agreed on that and announced that the government of Kurdistan should provide a special budget for this purpose. 

Unpaid leave of teachers was also discussed in the meeting.

All teachers and employees are now permitted to take unpaid leave as a legal right. But another problem is there in front of the teachers: the unpaid leave for the teachers is only for two years, and the years are not taken as the service period. And it is based on the law of the presidency council of the regime of Iraq No.478. 1987 that is not possible for today, That’s why it must be extended and increased to five years for teachers like other employees.

The financial rights of the temporary teachers ‘lecturers’ was discussed as well. It is worth reminding that although it was necessary to employ new teachers to fill the empty places of the retired ones and the ones who have died or taken the various permissions, employing new teachers have been stopped by the government of Kurdistan since 2014. 

To fill the empty places, the government of Kurdistan has depended on the unemployed teachers to serve in the sector of the Ministry of Education. 

The number of lecturers in Kurdistan is now more than 25000. What is necessary to be noticed is that their financial rights are not fairly and regularly given. So their problems must be solved as soon as possible. It must be done by employing them permanently or contractually, and they must be paid their salary on time.  The committee of education and higher education agreed on that.  

They paid a lot of importance to the Kurdistan Teachers’ Union’s requests, and they expressed their support for their recommendations and suggestions. These crucial subjects and others were discussed in the meeting in detail. 

The committee evaluated the meeting as important and emphasized that such meetings should be continued to serve the process of education more and in a better way.

In return, the Kurdistan Teachers Union delegation extended their gratitude to receive them warmly and pave the way to hold the meeting. Finally, they asked to do their best to provide the teachers of Kurdistan with their legal rights as well as possible so that the process of education and higher education can be improved well.
