Iraqi PM Orders Formation of Committee to Unify Tax Procedures with Kurdistan Region

Iraqi Prime Minister Mohammed Shia' al-Sudani on Wednesday directed the formation of a committee to coordinate with the Kurdistan Region’s tax authorities in order to unify tax procedures.
In a statement, the Prime Minister’s Media Office said al-Sudani chaired a meeting of the High Committee for Tax Reform, attended by the Director General of the General Authority for Taxes, senior officials, and a number of the Prime Minister’s economic and financial advisers.
According to the statement, the meeting discussed mechanisms for unifying tax accounting procedures, the main obstacles facing companies in the tax sector, and the Tax Accounting Law, which is part of the government’s tax reform programme.
The meeting also addressed the unification of tax procedures between the Kurdistan Region and the federal Ministry of Finance, the issue of internal double taxation, and legal and procedural solutions to address it. Discussions further covered tax evasion and proposed legal measures aimed at helping companies and investors regularise their financial and legal status, as well as resolving tax-related challenges faced by the private sector.
The Prime Minister stressed the government’s commitment to addressing these issues within a comprehensive programme to maximise non-oil revenues. He instructed that a draft resolution be prepared for submission to the Cabinet to address tax obstacles facing the private sector and Iraqi companies, pending the approval of the 2026 budget law.
Al-Sudani also ordered the formation of a committee from the Ministry of Finance and the General Authority for Taxes to liaise with the Kurdistan Region’s tax authority to advance the unification of tax procedures.
