The Syrian state news agency SANA announced on Sunday that the Syrian government and the Syrian Democratic Forces (SDF) have signed an agreement establishing a ceasefire and outlining the full integration of the SDF into the Syrian army.

The agreement includes the following key points:

- An immediate and comprehensive ceasefire across all fronts, alongside the withdrawal of SDF forces to areas east of the Euphrates as a preliminary step towards redeployment.
- The full administrative and military handover of Deir ez-Zor and Raqqa governorates to the Syrian government, including all civilian institutions. Current staff will be retained under government ministries, and the government has pledged not to target SDF personnel or civilian administration in these areas.
- Integration of all civilian institutions in Hasakah into Syrian state administrative structures.
Control of all border crossings, oil, and gas fields will be assumed by the Syrian government, with protection provided by regular forces to ensure resources return to the state.
- Integration of all SDF military and security personnel into the Syrian Ministries of Defence and Interior on an individual basis, with appropriate ranks, pay, and logistics, while preserving Kurdish regional autonomy.
- Commitment from the SDF leadership not to incorporate remnants of the former regime and to provide lists of former regime officers present in northeastern Syria.
- Issuance of a presidential decree to appoint a governor for Hasakah, ensuring political participation and local representation.
- Reduction of heavy military presence in Ain al-Arab/Kobani, formation of a local security force, and maintenance of a police force administratively linked to the Syrian Ministry of Interior.
- Integration of the administration overseeing ISIS prisoners and camps, with the Syrian government assuming full legal and security responsibility.
- Approval of senior military, security, and civilian appointments proposed by the SDF to ensure national partnership.
- Recognition of Kurdish cultural and linguistic rights, resolution of legal and civil rights for unregistered individuals, and restoration of long-standing property rights under Presidential Decree No. 13 of 2026.
- Commitment by the SDF to remove all non-Syrian leaders and members of the PKK from Syria’s borders to safeguard sovereignty and regional stability.
- Continued cooperation by the Syrian state in the fight against ISIS, in coordination with the United States and the international coalition, to ensure regional security.
- Agreements to facilitate the safe and dignified return of residents to Afrin and Sheikh Maqsoud.
