The Presidency of the Republic of Iraq on Friday firmly denied having approved a recent decision to classify certain groups as terrorist organisations and to freeze their assets, stating that it had no prior knowledge of the move.

In a statement released to the public, the Presidency confirmed that “no information or approval has been issued by the Presidency regarding the designation decision or the freezing of funds.”

The clarification emphasised the scope of the Presidency’s authority, noting that only laws passed by Parliament and presidential decrees are formally referred to it for review, endorsement and publication. Decisions issued by the Cabinet, the Committee for Freezing Terrorist Funds, the Anti-Money Laundering Committee or any other institution, it said, are not transmitted to the Presidency as part of official procedure.

According to the statement, the Presidency became aware of the designation decision solely through social media reports, rather than through formal communication channels.

The Presidency issued the clarification to address circulating claims, stressing the importance of accurate information and reaffirming that it had no role in approving or authorising the decision.
