Al-Sudani Confirms Perpetrators Identified in Khor Mor Gas Field Attack

Iraqi Prime Minister and Commander-in-Chief of the Armed Forces, Mohammed Shia' al-Sudani, on Wednesday, 3 December 2025, approved the findings of the investigation into the attack on the Khor Mor gas field in Sulaymaniyah Governorate, confirming that the perpetrators and the launch site have been identified.

The announcement came in a statement issued by Sabah al-Numan, spokesperson for the Commander-in-Chief of the Armed Forces. The statement reads as follows:

Acting on the orders of the Commander-in-Chief, Mr Mohammed Shia' al-Sudani, and in response to the treacherous attack on the Khor Mor oil field in Sulaymaniyah Governorate on 26 November 2025, an investigative committee began its work on Friday, 28 November. The committee was chaired by the Minister of the Interior and included the head of the National Intelligence Service, the Minister of Interior of the Kurdistan Regional Government, and the Joint Operations Command. Its work was supported by a technical team comprising representatives of the Popular Mobilisation Forces, the Federal Intelligence and Investigations Agency, the National Security Service, Air Defence Command, Army Aviation, the Artillery Directorate, Military Intelligence, the Military Engineering Directorate, the Explosives Directorate, the Criminal Evidence Directorate, the Asayish, and the Kurdistan Regional Government’s Criminal Evidence Directorate.

The investigative committee presented its findings on Wednesday at a meeting chaired by the Prime Minister, who approved the following conclusions:

First:

1. The attack was carried out using two drones. One struck the field, while the other crashed outside the site. The Criminal Evidence Directorate has secured the wreckage of both drones to retrieve data from their memory devices.

2. The drones were launched from areas south of the field, east of Khurmatu district.

3. This incident marks the eleventh attack on the field from the same area.

4. The perpetrators have been identified. They are outlaws, some of whom are already wanted by the authorities, and they are currently being pursued.

5. Following the identification of those involved, security agencies have begun gathering forensic evidence to secure convictions and ensure they are brought to justice.

Second:

The committee recommended several measures to protect the field, to be implemented by the federal government in coordination with the Kurdistan Regional Government, including:

1. Redeploying security forces within the Eastern Salah al-Din operations sector to close security gaps, improve coordination among security and intelligence agencies, and ensure unified command.

2. Instructing the Ministries of Defence and Interior, as well as the Popular Mobilisation Forces, to replace the commanders in the area with more competent leadership.

3. Enhancing intelligence coordination between federal agencies and their counterparts in the Kurdistan Region.

4. Equipping the field with air defence systems, in coordination with the Kurdistan Regional Government, to ensure its protection.

5. Imposing strict controls on the use and transport of drones, requiring official authorisation from the relevant authorities.

6. Informing the Supreme Judicial Council to establish a committee, working alongside security and intelligence agencies, to follow up on the investigation.

The statement affirmed that the committee’s work will continue until all those involved in this act—aimed at undermining Iraq’s sovereignty and economic resources—are fully identified. It described the attack as a serious terrorist act intended to disrupt efforts to establish security and economic stability. The perpetrators, it stressed, will face decisive legal consequences.
