Iraqi Electoral Commission Announces Details of Special Voting Process

The spokesperson for Iraq's Independent High Electoral Commission (IHEC) announced that the special voting [voting security personnel] for the Iraqi parliament will begin on Sunday, 9 November 2025, at 7:00 a.m. and will continue until 6:00 p.m. The general voting is scheduled for 11 November.
Jumana al-Ghalai, spokesperson for the IHEC, told PUKMEDIA that 1,313,980 military personnel are eligible to take part in the special voting, distributed across 809 polling centres comprising 4,501 polling stations throughout Iraq’s governorates.
She added that voting of internally displaced persons (IDPs) will also take place on the same day, with 26,538 eligible IDP voters casting their ballots in 27 polling centres containing 97 polling stations. Al-Ghalai affirmed that “all logistical and technical preparations have been completed to ensure the smooth and transparent conduct of the voting process.”
Al-Ghalai previously told PUKMEDIA that the total number of parliamentary candidates stands at 7,744, while 848 candidates have been disqualified following the review of their files and completion of the necessary legal procedures.
The IHEC began handing over schools designated as polling centres to the security forces on Wednesday in preparation for the vote.
In a recent statement, the Commission revealed that approximately 500 fines had been imposed on political parties, blocs, and independent candidates for various violations.
It further clarified that voting in the upcoming elections will be restricted to those holding biometric voter cards, stressing that no voter will be permitted to cast a ballot without one, as it serves as a secure and non-transferable method of verification.
