The Patriotic Union of Kurdistan (PUK) affirmed that the disputed areas covered by Article 140 of the Iraqi Constitution are a highly strategic issue for the party.

The PUK’s List 222 programme says: "The disputed areas addressed under Article 140 remain a highly strategic priority for the PUK. As in previous years, all efforts are being made to restore these areas through constitutional means. The PUK seeks to secure the financial, political, and social rights of the people in these areas and fully reintegrate them into the sacred land of Kurdistan."

Key measures include:

1. Expanding Services in Regional Administrations: Following the return of Kirkuk and the establishment of Kurdish administration there, the PUK aims to provide expanded services across all regional administrations and unify citizens’ personal documents, a goal achievable only by a strong and capable force like the PUK.

2. Activating Article 140: Strengthen efforts to implement Article 140 as a constitutional right for the Kurdish people, ensuring that all its provisions are applied to guarantee the rights of Iraq’s diverse communities.

3. Improving Administration and Resisting Demographic Manipulation: Continue administrative work in Kirkuk and other areas, implement projects to deliver and expand services, improve institutional performance, and resist demographic manipulation or internal identity conflicts.

4. Resolving Ownership and Citizens’ Rights Issues: Under the firm leadership of President Bafel Jalal Talabani, resolve disputes related to property, assets, and citizens’ rights in Kirkuk and all disputed areas, returning rights to their rightful owners.

The PUK is contesting the 2025 Iraqi parliamentary elections, scheduled for 11 November, across several governorates, presenting its candidates on an independent list numbered 222 in Erbil, Sulaymaniyah (including Halabja), Duhok, Kirkuk, and Diyala. In Nineveh Governorate, the PUK is running as part of the "Nineveh People’s Union Coalition" with number 281, while in Saladin it is fielding one candidate within the "National Masses Coalition" with number 240.

Overall, the PUK is entering the elections with 156 candidates: 36 in Sulaymaniyah, 30 in Erbil, 5 in Duhok, 24 in Kirkuk, 28 in Diyala, 31 in Nineveh within the Nineveh People’s Union Coalition, and one candidate each in Saladin and Baghdad.
