PUK MP: Federal Government Must Pay Salaries Owed to Kurdistan Employees

The federal government currently owes three months’ salaries to employees in the Kurdistan Region. Employees are expected to receive their September wages in the coming days, while the federal Ministry of Finance has already begun disbursing November salaries to employees across Iraq.
Salaries must be provided
Dr Narmin Marouf, a member of the Parliamentary Finance Committee, told PUKMEDIA: “Under the agreement between the Kurdistan Regional Government and the federal government, employee salaries must be paid on a monthly basis.” She added: “The federal government must ensure payment of salaries for August, September, November, and any remaining months of this year in full.”
Budget approval
She noted: “The approval of the federal budget for 2026 will fall to the new parliament following the elections. Until that time, the federal government must meet its financial obligations to the Kurdistan Region and continue paying employee salaries in accordance with the agreement.”
She explained: “Last July’s employee salaries amounted to 956 billion and 928 million dinars. Adding the sums for August, September, and November this year brings the total to 2 trillion, 870 billion, and 784 million dinars. The federal government must transfer this amount to the Kurdistan Region to ensure that employees here receive pay on an equal footing with colleagues in other provinces.”
No salary should be withheld
Dr Narmin Marouf emphasised: “The agreement between the Kurdistan Regional Government and the federal government guarantees that no employee in the Kurdistan Region should lose any salary this year.” She added: “The Kurdistan Regional Government’s Ministry of Finance has submitted payrolls for August and September to the federal Ministry of Finance. After verifying the lists and sending the federal treasury’s share of non-oil revenues, the Ministry of Finance must fund the salaries accordingly.”
