Iraq's IHEC Issues New Amendments to Campaign Regulations

The Board of Commissioners of Iraq's Independent High Electoral Commission (IHEC) announced new amendments to the Electoral Campaign Regulations No. (4) of 2025, following recommendations by the Legal Committee.
In a statement received by PUKMEDIA, the IHEC confirmed that the amendments prohibit the exploitation of official influence by state employees and local authorities, including security and military agencies, for electoral purposes. It stressed that granting letters of appreciation, land plots, appointment orders, or the use of state material and human resources for campaigning constitutes a clear violation.
The Board added that the new Article (22) obliges candidates, parties, and coalitions to adopt political platforms that present a clear methodology for state management, while avoiding sectarian and racist rhetoric or any form of political incitement.
The resolution also introduced Article (23), which stipulates the imposition of penalties outlined in Chapter Seven of the Electoral Law against violators. Additionally, the Board reserves the authority to impose penalties under the Electoral Complaints and Appeals System No. (10) of 2025.
The IHEC its preparations for the upcoming Iraqi parliamentary elections, scheduled for 11 November 2025, as the official campaigning period approaches.
The Commission has previously confirmed that the final number of eligible voters for these elections has surpassed 21 million.
