Dr Mohammed Sabir, President of the President Jalal Talabani Foundation (PJTF), and Dr Muhsin Adib, Director General of the Directorate of Culture and Art in Sulaymaniyah, signed a Memorandum of Understanding (MoU) on Monday, 28 July 2025, aimed at promoting cultural, artistic, and archival development in Sulaymaniyah—the cultural capital of the Kurdistan Region and a UNESCO-recognised City of Literature.
The MoU outlines a framework for collaboration between the two institutions, including the organisation of festivals, forums, seminars, and panel discussions, to be held in accordance with a jointly agreed schedule. The PJTF has also committed to providing financial support and sponsorship for the Directorate's initiatives where necessary, particularly during the ongoing financial challenges facing the Kurdistan Regional Government.
In turn, the Directorate of Culture and Art has pledged to allocate its offices, departments, and human resources in support of joint projects across Sulaymaniyah’s city centre, districts, and sub-districts.
The agreement further highlights cooperation on the development of the PJTF’s extensive archival collection dedicated to the late President Mam Jalal—a widely respected statesman and a renowned supporter of artists and intellectuals.
The PJTF is a non-governmental organisation established on 27 July 2022. Its core mission is to preserve, collect, and archive the life, works, and writings of the late President Jalal Talabani, recognising his legacy as an integral part of Iraq’s national heritage.
The Foundation operates across several key sectors—culture, education, health, and the environment—with the aim of contributing meaningfully to societal development. PJTF is committed to promoting and safeguarding cultural heritage and diversity, providing quality education and training opportunities, enhancing academic and professional standards, supporting public health and well-being, and advancing sustainable environmental practices throughout Iraq, with particular focus on the Kurdistan Region.
