Iraq’s IHEC Sets Date for Number Lottery Ahead of Parliamentary Elections

Iraq's Independent High Electoral Commission (IHEC) announced the official date for conducting the lottery for numbering the political alliances, parties, and individual candidates contesting the upcoming Council of Representatives elections.
IHEC Spokesperson Jumana al-Ghalai told PUKMEDIA that, the Board of Commissioners has decided that the number lottery for alliances, political parties, and individual candidates for the 2025 Iraqi Council of Representatives elections will take place on Saturday, 9 August 2025.”
Ghalai explained that the decision follows a review of a memorandum submitted by the Office of the Head of the Electoral Administration. After deliberation, the Board approved the proposed mechanism for conducting the draw, which was developed by a committee formed under Administrative Order No. 3765 dated 9 July 2025. The committee’s recommendations were outlined in Memorandum No. 22 of July 2025 and supported by official meeting minutes.
The number lottery will assign each candidate or political entity an electoral number that will appear on ballot papers, a procedural step aimed at ensuring transparency and fairness in the electoral process.
Earlier this year, on 9 April 2025, Iraq’s Federal Council of Ministers, in a session chaired by Prime Minister Mohammed Shia' al-Sudani, approved 11 November 2025 as the date for holding the next parliamentary elections.
