Baghdad Approves MoU with KRG Following PUK President’s Efforts

At an extraordinary session held on Thursday, 17 July 2025, and chaired by Prime Minister Mohammed Shia’ al-Sudani, the Iraqi Federal Council of Ministers approved the memorandum of understanding signed between the Kurdistan Regional Government (KRG) and the federal government concerning oil and non-oil revenues, as well as public sector salaries.
During the meeting, Prime Minister al-Sudani expressed his gratitude to Bafel Jalal Talabani, President of the Patriotic Union of Kurdistan (PUK), for his instrumental role in facilitating the negotiations and helping to reach an agreement between the Kurdistan Region and Baghdad to resolve the salary issue for public employees in the Region.
A reliable source informed PUKMEDIA, that the Council of Ministers also agreed to release May salaries for employees and retirees in the Kurdistan Region. This agreement is contingent upon the KRG transferring 240 billion dinars in non-oil revenues for the months of May and June to the federal government.
President Bafel’s visit to Baghdad followed a meeting on 13 July 2025 between the PUK and the Kurdistan Democratic Party (KDP), during which the KDP affirmed its support for President Bafel’s efforts to secure salaries and address unresolved matters.
The decision of the Federal Council of Ministers comes as a result of President Bafel’s continuous efforts, including his recent meetings with al-Sudani and Faiq Zidan, President of the Supreme Judicial Council.
Today, Thursday, the PUK President returned to Baghdad for the second time this week to finalise agreements between the KRG and the federal government
