Federal Supreme Court Postpones Ruling on Kurdistan Salary Lawsuits to 28 July

The Federal Supreme Court of Iraq has postponed its deliberation on two lawsuits concerning the payment of salaries to employees and retirees in the Kurdistan Region, rescheduling the hearing for 28 July 2025. The Court has not issued any judicial directive for salary disbursement in the interim.
According to the Court’s official agenda, published on its website, the two cases—filed against the Federal Prime Minister and the Minister of Finance, in their official capacities—were originally scheduled for hearing on Monday, 14 July 2025.
The first case, numbered 104/Federal/2025, was filed against the Federal Minister of Finance. The plaintiffs are seeking a binding order requiring the Ministry of Finance to continue monthly salary payments to public sector employees in the Kurdistan Region, irrespective of any ongoing political or administrative disputes between the federal and regional governments—particularly with regard to interpretations of the federal budget law. The claim also includes a request for an immediate order compelling the Ministry to pay the salaries of civil servants, retirees, families of martyrs, and social welfare recipients in the Region, starting this month and continuing until the case is resolved.
The second lawsuit, registered as 107/Federal/2025, was filed by two other complainants who are demanding a judicial ruling to ensure that the salaries of Kurdistan Region employees are protected from political interference and delays in public expenditure.
Since the end of Eid al-Fitr, as of 13 July 2025, public sector employees in the Kurdistan Region have received only one salary. Payments for May, June, and July remain pending. While employees continue to await an agreement between Erbil and Baghdad, uncertainty remains over when the federal government will transfer the funds and when the regional authorities will proceed with disbursement.
