European Leaders Gather in Rome to Discuss Continued Support for Ukraine

Senior European officials convened in Rome today for the 2025 Ukraine Recovery Conference, aimed at coordinating continued support for Ukraine’s humanitarian needs, economic recovery, and reconstruction efforts.

Hosted by Italian Prime Minister Giorgia Meloni, the conference brought together representatives from more than 100 delegations, including heads of state, ministers, international organisations, and private sector stakeholders. Ukrainian President Volodymyr Zelenskyy was among those in attendance, addressing the gathering and outlining Ukraine’s current priorities.

In her opening speech, Prime Minister Meloni reaffirmed Italy’s support for Ukraine and stressed the importance of collective international engagement. “This conference is an opportunity to strengthen our cooperation and reaffirm our shared responsibility in supporting Ukraine’s recovery,” she stated.

President Zelenskyy thanked international partners for their continued support and highlighted the need to enhance Ukraine’s air defences, maintain economic stability, and encourage reconstruction initiatives. “Ukraine is working towards recovery and stability, and we welcome all constructive engagement from our international partners,” he said.

Focus Areas of the Conference

The conference’s discussions focused on several key priorities. These included continued support for security and protection, particularly through enhanced air defence systems and measures to safeguard civilians. Economic stability was also a central theme, with emphasis on budgetary assistance to ensure the continuity of essential public services. Delegates highlighted the importance of reconstruction and investment, encouraging public-private partnerships and sustainable development initiatives. Additionally, institutional reform featured prominently, with calls to support good governance, transparency, and judicial reforms in line with Ukraine’s aspirations for European Union integration.

European Commission President Ursula von der Leyen confirmed the EU’s commitment to ongoing assistance through the Ukraine Facility, which includes €50 billion allocated up to 2027. She emphasised the EU’s long-term support for Ukraine’s recovery and reform process.

International Participation

The conference saw participation from a range of countries and institutions, including Germany, France, the United Kingdom, the European Union, the World Bank, the International Monetary Fund, and the European Bank for Reconstruction and Development.

UK Foreign Secretary David Lammy expressed the UK’s continued support, stating, “We are here to work collaboratively with Ukraine and our international partners to ensure a stable and prosperous future.”

Closing Remarks

The event concluded with a joint declaration reaffirming the international community’s commitment to supporting Ukraine’s sovereignty, economic resilience, and reconstruction. Delegates agreed to maintain coordination and follow up on practical initiatives launched during the conference.

President Zelenskyy welcomed the outcomes of the conference, describing it as a constructive step forward. “This support reflects the strength of our partnerships and our shared vision for recovery and peace,” he said.
