Iraqi Presidencies Reaffirm Commitment to Iraq’s Sovereignty

The four Presidencies of Iraq convened on Sunday, 22 June 2025, at the Baghdad Palace to deliberate on pressing regional developments and to express unified support for the federal government in its efforts to safeguard Iraq’s security and sovereignty, the Iraqi Presidency reported.
The meeting was attended by President Abdullatif Jamal Rashid, Prime Minister Mohammed Shia' Al Sudani, Speaker of Parliament Mahmoud al-Mashhadani, and Chief Justice of the Supreme Judicial Council, Judge Faiq Zidan.
According to a statement by the Iraqi Presidency, the discussions centred on the regional situation and the ramifications of ongoing conflict in the broader region. The participants unanimously rejected any violations of Iraq’s sovereignty or airspace, including the use of its territory as a platform for aggression against neighbouring states. They expressed their full support for the government in taking necessary measures to defend Iraq’s sovereignty and airspace, while reaffirming a commitment to legal recourse through international channels to deter further infringements.
The statement added that the attendees also strongly condemned the recent aggression against the Islamic Republic of Iran, describing it as a blatant breach of international laws and norms that protect the sovereignty and territorial integrity of nations. They urged the international community to take immediate steps to halt the conflict, prevent its escalation, and pursue dialogue and de-escalation to strengthen regional peace and stability.
Particular concern was raised over the targeting of Iranian nuclear facilities in the early hours of Sunday, which was deemed a grave escalation posing serious risks to both regional and global peace.
The meeting also addressed Iraq’s internal political, economic, and social conditions. In particular, the issue of public service delivery and the standard of living for citizens was reviewed. The Presidencies discussed the matter of funding salaries for public employees in the Kurdistan Region and called upon the Kurdistan Regional Government to implement the Federal Supreme Court’s ruling, which would enable the federal government to disburse salaries to regional employees in accordance with constitutional and legal frameworks, and to resolve any outstanding issues.
Emphasising the importance of the legislative process, the participants called for the resumption of sessions of the parliament to advance the legislative agenda and approve pending bill during the remainder of the current term.
The rule of law, judicial independence, and the separation of powers were also discussed, with a shared commitment to upholding justice and supporting the judiciary. The measures taken by the Supreme Judicial Council to implement the amended General Amnesty Law were reviewed.
Judge Faiq Zidan provided an update on the work of the Amnesty Law Implementation Committees, stating that 26,914 individuals had been released from prisons and detention centres under the law from its implementation date up to 19 June 2025.
He further reported that the total recovered public funds as part of these efforts amounted to 21,985,041,232 Iraqi dinars.
The meeting concluded with a discussion on preparations for upcoming elections. The Presidencies affirmed the importance of holding free, fair, and transparent elections that genuinely reflect the will of the Iraqi people. They underscored the need to support the Independent High Electoral Commission in completing all necessary preparations, ensuring the elections are held on schedule, and taking legal measures against the misuse of political funding.
