Qubad Talabani, Deputy Prime Minister of Kurdistan Region.
Qubad Talabani, who leads the Patriotic Union of Kurdistan’s (PUK) negotiating team in the ongoing discussions to form a new government in the Kurdistan Region, has confirmed that talks with the Kurdistan Democratic Party (KDP) are still underway as both sides work towards reaching a consensus on the next cabinet.
In a press briefing delivered in Erbil on Monday, 26 May 2025, Qubad Talabani stated: “Our dialogue with the KDP continues regarding the formation of the tenth cabinet of the Kurdistan Regional Government. Both parties are outlining their expectations and visions for the new government. It would not be surprising if new demands arise at our next meeting.”
A high-level meeting took place on 28 April 2025 at the Dukan resort in Sulaymaniyah Governorate, where the two parties discussed measures to advance the government formation process. The PUK delegation was led by Bafel Jalal Talabani, the PUK President, while Masrour Barzani, Vice President of the KDP, headed his party’s team.
The most recent meeting between the negotiating delegations was held on 21 May 2025. At that time, Qubad Talabani remarked: “The meeting was generally positive, and we are a step closer to forming the new cabinet.”
