Thirteen years ago, President Mam Jalal made history as the first Kurd to preside over the Arab Summit, a moment that marked a significant milestone in regional diplomacy. His address at the summit shaped subsequent reactions, and his initiatives are widely regarded as laying the groundwork for addressing many of today's pressing challenges.

President Mam Jalal, often referred to as the "Samam Aman" or "Safety Valve" of Iraq by the Supreme Shiite Marja, Ayatollah Ali al-Sistani, played a pivotal role not only within Iraq but also across the wider region. He was instrumental in fostering dialogue and unity among Arab leaders during a period of considerable tension.

The 23rd Arab Summit, held in Baghdad from 27 to 29 March 2012 under President Mam Jalal’s chairmanship, was particularly noteworthy. Unlike previous summits, this gathering was distinguished by its leadership-a Kurd at the helm-symbolising the evolving nature of Iraqi democracy. President Mam Jalal’s speech differed markedly from those of his predecessors, emphasising that the summit represented the end of Iraq’s isolation and the beginning of a new era of stability.

In his address, President Mam Jalal underscored that hosting the Arab Summit in Baghdad was a testament to the success of Iraq’s political and democratic process. He reiterated Iraq’s commitment to working alongside its Arab neighbours and reaffirmed Baghdad’s role within the broader Arab community.

A defining feature of the 2012 summit was that it marked the first time in two decades that Iraq had hosted such a gathering. President Mam Jalal was resolute in his determination to bring Arab leaders to Baghdad, successfully ending years of diplomatic stalemate and restoring relations in a calm and constructive atmosphere.

President Mam Jalal’s speeches and initiatives are now regarded as among the most influential contributions to Arab political discourse, offering vital pathways towards resolving regional issues.

In addition to his leadership at the 2012 Baghdad summit, President Mam Jalal also represented Iraq at the Arab Summits in Sudan (2006), Doha (2009), and Libya (2010).
