IHEC Confirms Halabja Cannot Be an Independent Electoral District in Upcoming Elections

The Iraqi Independent High Electoral Commission (IHEC) has confirmed that Halabja Governorate will not be included as an independent electoral district in the upcoming parliamentary elections.
Jumana al-Ghalai, Spokesperson for the IHEC, explained in a statement to PUKMEDIA: "For Halabja Governorate to be included in the forthcoming parliamentary elections, the electoral law would need to be amended, and the number of seats allocated to this new governorate would have to be determined."
She continued, "This process is premature. First, the law must be ratified by the President of the Republic of Iraq and published in the Official Gazette. Only after that can it be implemented through a presidential decree that establishes the governorate and defines its administrative boundaries."
Al-Ghalai further explained that after this, local districts will be formed, including the electoral office. Once the electoral law is amended, the number of seats for the governorate will be determined based on its population. Therefore, it is not possible to include Halabja in the upcoming elections.
