The Federal Supreme Court issued a ruling today, Tuesday, 16 February 2025, on the lawsuit filed by the President of the Republic of Iraq, Dr. Abdullatif Jamal Rashid. The court decided to proceed with the process of nationalising the salaries of employees in the Kurdistan Region and granted employees the freedom to select the bank of their choice for this purpose.
Iraqi President, in his official capacity, had filed the case against the following defendants: 1. The Prime Minister, in his official capacity, 2. The Speaker of the Iraqi parliament, in his official capacity, 3. The Minister of Finance, in his official capacity, concerning the distribution and Nationalisation of salaries for employees in the Kurdistan Region.
The Federal Court concluded the case today and issued its ruling as follows:
First: The process of Nationalising the salaries of employees in the Kurdistan Region should be implemented in accordance with the Nationalisation instructions issued by the Central Bank of Iraq, with the participation of licensed banks and in line with procedures followed by the federal government. This should be carried out in coordination between the Federal Ministry of Finance and the Kurdistan Regional Government's Ministry of Finance, and employees should be granted the freedom to choose their preferred bank for this purpose.
Second: The lawsuit filed by the Iraqi President, in his official capacity, regarding the remaining requests is rejected due to lack of jurisdiction.
