Political Bureau Marks President Mam Jalal's Historical Pleading

The Political Bureau of the Patriotic Union of Kurdistan (PUK) commemorated the 21st anniversary of President Mam Jalal's remarkable pleading, underlining that it served as the foundation for Article 58 of the State Administration Law and, later, Article 140 of the Permanent Iraqi Constitution.
The PUK Political Bureau's message said:
On the 21st anniversary of the Great Kirkuk Pleading
On February 9, 2004, President Mam Jalal proved Kirkuk's Kurdistani identity with historical facts and evidence, as well as maps from various periods, including a historical geographical Ottoman map, so that there is no excuse for successive Iraqi governments to continue their unjust policies and the new Iraqi elite learns from the bitter past.
President Mam Jalal sought to give legal form and stamp to the process for returning rights to their owners, as well as to untie this tight knot and terminate the problem with documentation, proof, and agreement among everyone. As a result, February 9 became a watershed moment in the struggle and efforts of President Mam Jalal, his PUK, all political parties, and the Kurdish people.
The pleading served as the foundation of Article 58 of the State Administration Law and, later, Article 140 of the Permanent Constitution, which were dedicated to determining the identity of the areas that the Ba'ath regime had distorted their demography for its chauvinist and sectarian purposes, where in addition to Kirkuk, it also covered several parts of central and southern Iraq.
Today marks the 21st anniversary of the day when President Mam Jalal proved the Kurdistani identity of Kirkuk to Iraqi and world leaders.
The PUK is more determined than ever to revive this struggle, particularly after receiving the most votes in the Kirkuk provincial council elections and recovering the position of Kirkuk governor, which indicates that both our people in these areas, as well as their struggling PUK, will continue on the correct and rightful path of the great President Mam Jalal, acting sensibly in such a way that Kurdistani ownership of this city is restored and other communities and nations enjoy peace and stability. These are the continuance of President Mam Jalal's correct policies and the result of his great pleading.
Victory to our people's prudent and recorded struggle for Kurdistani identity and coexistence in Kirkuk and the disputed areas.
