Distortion of PUK candidates' posters in Kirkuk
Candidates for the Iraqi provincial council elections from the Patriotic Union of Kurdistan (PUK) have launched their campaigns. Nevertheless, a significant number of posters featuring the list and its candidates in Kirkuk province and various other regions have been subject to distortion and tearing. The PUK has lodged a formal complaint on the ruining of campaign posters featuring its candidates and the Independent High Electoral Commission (IHEC) has implemented punitive measures to address these transgressions, which include potential incarceration and monetary penalties.
Photos and documentation submitted to PUKMEDIA show that several of the Kirkuk coalition candidates' posters have been damaged and modified in violation of Article (42) of Law Number (36) of the 2008 provincial council elections (Anyone who, on behalf of a different party or a specific party, deliberately attacks the images of candidates or their programs in the designated areas with the intent to harm the candidate or cast a negative light on them will be punished by imprisonment for a term that cannot be less than one month nor more than one year.)
The same article states that anybody who violates the approved election propaganda materials for any reason—such as by removing, tearing, or any other similar act—will be punished and will be fined not less than one million dinars nor more than five million dinars.
