Iraqi President Abdullatif Jamal Rashid.
Iraq's President Abdullatif Jamal Rashid stressed the significance of implementing Article 140 of the Constitution and addressing all outstanding issues in a manner that safeguards all human rights.
According to a statement issued by the Iraqi Presidency, President Rashid also stressed the need to convene the appropriate authorities as soon as possible to discuss the Supreme Committee's decision regarding Article 140.
Mr. Babakir Sadeeq Ahmed, head of the Committee for the Implementation of Article 140 of the Iraqi Constitution, and a delegation of local villagers and farmers had previously met with President Rashid.
There was a briefing for the President on the challenges they face, especially when it comes to resolving issues related to agricultural lands and not activating Article 140.
As part of the delegation's visit, multiple meetings with the relevant authorities were held. Government officials and other stakeholders moved quickly to put into effect Cabinet Resolution 29 of 2012 and find viable answers to the issues facing Kirkuk's farmers and rural residents.
The Iraqi President directed the Presidency of the Republic to form a committee to monitor the implementation of the Supreme Committee for Article 140 Implementation's decisions, which relevant ministries and institutions should monitor. To this end, periodic reports must be submitted.
Resettling Arabs who refuse to give up lands granted to them by Iraq's former Ba'ath regime occasionally attack Kurdish and Turkmen farmers in Kirkuk and other disputed territories between Erbil and Baghdad and seize their land. Article 140 of the Iraqi Constitution was written primarily to settle the territorial dispute between Erbil and Baghdad. The former Iraqi Ba'ath regime made significant efforts to Arabize the people of Diyala, Kirkuk, Nineveh, and Saladin, which resulted in these disagreements.
