Targeting Kurds in Palkana is a violation of Iraqi Constitution

The General Board for Kurdistani Areas Outside the Region of the Kurdistan Regional Government issued a statement condemning the ongoing attacks on Kurdish residents of Palkana, Kirkuk Province. It calls on the Iraqi prime minister to stop such opposition, "These actions put the Iraqi courts and justice under great responsibility."
The statement reads:
Sadly, this has occurred more than once in Kirkuk Province's Palkana village in the Sargaran area, where relocated Arabs have threatened the Kurdish residents of those areas. On the first day of the holy Eid al-Fitr, instead of celebrating and giving out sweets, they attacked the Kurdish residents, turning the joy of the Eid into chaos, threats, and attacks against the Kurdish landowners in the area.
Unfortunately, despite Saddam Hussein's overthrow, similar assaults, occupations, and village destructions still occur under the radar of governments. It places a heavy burden on the justice system and courts in Iraq. While we express our utter condemnation and concern, we expect the cabinet of Mr. Mohammed Shia Al-Sudani to stop such resistance and prevent it from occurring again.
At the same time, we ask that the Constitution and the new laws serve as the foundation for addressing the issues since threats and armed attacks will not help the wounds, and the Kurdish residents of these places will not keep quiet about these acts either.
Finally, we want to reassure everyone that the loyal individuals’ efforts have helped to calm the situation in the area.
Article 140 is the core principle of a comprehensive resolution to the issues. In this sense, we urge the presidency, ministers, and Baghdad's Kurdish factions to exercise their constitutional rights to carry out this constitutional provision.
Furthermore, they should step up their efforts to stop these transgressions and excesses.
