The Iraqi National Security Council convened an emergency meeting on Tuesday, 24 March 2026, chaired by Prime Minister and Commander-in-Chief of the Armed Forces, Mohammed Shia’ al-Sudani, resulting in several key decisions.

According to Sabah al-Nu’man, spokesperson for the Commander-in-Chief, the meeting “reviewed developments in the war and military operations in the region and their repercussions on Iraq. It affirmed that the state, through its constitutional powers, holds the sole authority to decide on war and peace and will not allow any entity or individual to usurp this right. Legal measures will be taken against any party acting contrary to this.”

The Council reiterated the government’s firm stance on principle, rejecting aggression, attacks on state sovereignty, threats to change political systems, and assaults on national capabilities. It also stressed the importance of maintaining balanced relations with regional and international partners to prevent Iraq from being drawn into conflict zones.

The statement added that security forces, including the Popular Mobilisation Forces, continue to perform their constitutional duties in maintaining national security. It urged protection of all members of these formations and warned against any unlawful actions.

In response to recent attacks and violations of Iraqi sovereignty, the Council decided to:

1-Confront and repel military attacks carried out by warplanes and drones against the headquarters and formations of the Popular Mobilisation Forces and other armed forces, exercising the right to self-defence.

2-Pursue those responsible for attacks on security institutions, citizens’ interests, and diplomatic missions, taking legal measures and executing judicial arrest warrants. Leadership will bear full responsibility for any delay or obstruction.

3-Instruct the Ministry of Foreign Affairs to submit a complaint to the Security Council over acts of aggression, call for their cessation and condemnation, and summon the US Chargé d’Affaires and the Iranian Ambassador to deliver official protest notes regarding attacks on Popular Mobilisation Forces headquarters in Anbar and other areas, and on the Peshmerga headquarters in Erbil.
