World Summit to Meet on Two-State Solution as Support Grows for Palestinian State

France and Saudi Arabia will convene dozens of world leaders on Monday, 22 September 2025, to rally support for a two-state solution, with several expected to formally recognise a Palestinian state.

The two-state solution formed the basis of the U.S.-backed peace process initiated by the 1993 Oslo Accords. However, the process faced heavy opposition from both sides and has largely stalled in recent years.

Israel and the United States have announced they will boycott the summit. Israel’s U.N. Ambassador Danny Danon described the event as a “circus.”

On Sunday, Britain, Canada, Australia, and Portugal formally recognised a Palestinian state. France, along with five other countries, is expected to follow suit on Monday.

While most European countries now recognise a Palestinian state, Germany and Italy have indicated they are unlikely to take similar steps in the near future. Italy has argued that recognition could be “counterproductive.”

France has been a key driver of the initiative. President Emmanuel Macron’s announcement in July that France would recognise a Palestinian state is intended to provide momentum to a movement previously led by smaller nations often critical of Israel.

In a symbolic display, Palestinian and Israeli flags were projected onto the Eiffel Tower in Paris on Sunday night.

Some countries have emphasised that the normalisation of diplomatic ties would be phased and conditional on the Palestinian Authority fulfilling its commitments to reform.
