PUK Calls on Iraqi Presidency to Uphold Article 140 and Cancel Qara Tapa District Creation

The rapporteur of the Patriotic Union of Kurdistan (PUK) bloc has submitted a formal memorandum to the President of the Republic of Iraq, Dr Abdullatif Jamal Rashid, urging him to revoke the decision to establish the Qara Tapa district.

Karwan Yarwais, rapporteur of the PUK bloc in the Iraqi parliament, told PUKMEDIA: “Relying on Articles 67 and 140 of the Iraqi Constitution, I submitted a memorandum to His Excellency the President of the Republic, in his capacity as the guardian of the Constitution. I requested that he take the necessary steps to annul the decision to establish the Qara Tapa district and to prevent any alteration to the demographic composition, as well as the administrative and geographical boundaries of the disputed Kurdish territories. This decision represents a clear violation of Article 140 of the Constitution.”

He added: “Last week, I launched a campaign to collect signatures from parliamentary bloc leaders and members. We gathered 105 signatures opposing the creation of the Qara Tapa district and submitted them in an official memorandum on behalf of the PUK bloc to the three presidencies and the Federal Ministry of Planning.”

Yarwais also noted that as a first step, the Kulajo district was successfully excluded from the decision, adding, “We remain committed to blocking the entire plan.”
