"The Kurdistan Regional Government (KRG) has not handed over its oil and non-oil revenues, but the Iraqi government has fulfilled its financial obligations to the Kurdistan Region," a spokesman for the Iraqi Government said.
"The Iraqi government has fulfilled all of its financial obligations to the KRG, and as of the end of June, the KRG owes three times its share," Iraqi Government spokesperson Bassem Al-Awadi said on X.
"The KRG has not handed over its oil and non-oil revenues," continued Awadi. "Despite this, the Iraqi government has decided not to impose the consequences of noncompliance on its citizens and to provide loans to the region (Kurdistan Region) until the region's financial problems are resolved."
"Adhering to the agreements is the quickest way to resolve the issues," he emphasized.
In the meantime, the KRG has not distributed salaries for July and August of this year and has stated: "We have fulfilled our obligations to the federal government."
On September 6, 2023, the KRG held a meeting and issued the following statement: "Due to Baghdad's failure to pay the region's dues, the KRG has deferred the payment of salaries for two months. In the meantime, the region has fulfilled its responsibilities to the federal government under the budget law and the constitution."
"The salaries of the Kurdistan Region should be paid in accordance with the Iraqi budget law, the constitution, and the principle of equality in the application of the laws," the statement continued.
The Iraqi Government has already distributed the August salaries, but the Kurdistan Regional Government (KRG) has not yet distributed the salaries for July and August and blames Baghdad for not forwarding the region's financial dues.
