Iraq Marks 2025 with Intensified Political and Diplomatic Momentum

Iraq experienced an exceptional year of political and diplomatic activity in 2025, marked by key sovereign decisions and constitutional milestones that reinforced the country’s regional and international standing.

The year began with the resolution of the long-standing issue of the parliamentary speakership, as the Iraqi parliament elected a new Speaker. This step helped stabilise legislative work and enabled parliament to resume deliberations on previously stalled laws. In February, Iraq activated its framework agreement with Washington, signalling a shift from predominantly military cooperation towards partnerships focused on economic development and energy.

March saw Baghdad emerge as a centre of regional and international diplomacy, hosting Arab and foreign leaders and senior officials, reflecting growing confidence in Iraq’s political stability. In April, authorities finalised the date of the parliamentary elections, triggering an intensive period of political negotiations and alliance-building.

A major milestone followed in May, when Baghdad hosted the Arab League summit, culminating in the adoption of the “Baghdad Vision for Stability”, widely viewed as a significant political turning point. In June, amendments to the electoral law were approved, aimed at strengthening transparency and enhancing public confidence in the electoral process.

In July, the government launched a comprehensive political and administrative plan to reinforce stability in Sinjar and the disputed territories. August saw Iraq continue its role as an “honest broker” in the region, hosting both public and discreet dialogue sessions between rival regional actors.

In September, the Prime Minister announced a definitive timetable for the withdrawal of Global Coalition forces, declaring that Iraq had entered a phase of full sovereignty over its security affairs. By October, political activity was increasingly centred on the formation of electoral alliances ahead of the vote.

In November, Iraqis went to the polls to elect members of the Iraqi parliament for its sixth legislative term. International missions and Arab observers widely praised the elections for their smooth and orderly conduct.

The year concluded with the Federal Supreme Court’s ratification of the election results. Ahead of this, the Coordination Framework declared itself the largest parliamentary bloc, amid calls for the formation of a “national service” government to build on the gains achieved during 2025.

December 2025 also marked the official end of the mandate of the United Nations Assistance Mission for Iraq (UNAMI), in line with United Nations Security Council Resolution 2732.
