Oil Exports via Ceyhan Near Resumption as Talks Between Federal and Regional Governments Reach Final Stages

An informed source within the Ministry of Oil has revealed that negotiations to resume oil exports through the Turkish port of Ceyhan have reached an advanced stage.

Speaking to al-Sabah, the source stated: “Although the resumption of exports via the Turkish port of Ceyhan has not yet been finalised, discussions between the federal and regional governments have progressed significantly, with only a few minor issues remaining to be resolved.”

He added that the Ministry is moving towards a favourable agreement, and in the interim, technical and logistical arrangements related to the export process are being finalised.

The source also confirmed that the State Oil Marketing Organisation (SOMO) is fully prepared — both technically and logistically — to resume exports once an agreement is reached. He quoted the Minister of Oil as saying that developments were progressing positively.

In remarks to journalists, monitored by PUKMEDIA, Oil Minister Hayan Abdul-Ghani said: “Talks are ongoing with our brothers in the Kurdistan Region, particularly with the Ministry of Natural Resources, regarding the receipt of oil produced there.” He noted that production from the Kurdistan Region’s oilfields has so far reached 130,000 barrels per day, with 50,000 barrels designated for domestic consumption. “We are ready to receive and export the remaining quantity to the Turkish port of Ceyhan through SOMO,” he added.

The Minister went on to explain that joint committees continue discussions to determine the proportion of oil produced from the Kurdistan Region’s fields, expressing hope that this share would increase in the near future.

He also referred to an agreement with the Kurdistan Regional Government to receive the remaining 80,000 barrels per day, which are to be gathered and exported via the port of Ceyhan.

He concluded: “We will shortly resume oil exports through Ceyhan in Türkiye, beginning with 80,000 barrels per day as the first phase following the agreement with the Kurdistan Region.”
