Dramatic Jump in Weekly Revenues for Sulaymaniyah & Halabja Hits 87 Billion Dinars

Non-oil revenues in the provinces of Sulaymaniyah and Halabja, along with the Garmian and Raparin administrations, exceeded 87 billion Iraqi dinars last week, marking a significant increase compared to previous weeks, according to the Shafafiat (Transparency) platform.
Last Friday, 18 July 2025, the non-oil revenues of the provinces of Sulaymaniyah and Halabja, along with the Garmian and Raparin administrations were just over 9 billion Iraqi dinars.
Data obtained by PUKMEDIA shows that the reason behind the sudden increase is that the majority of last week’s revenues—92%—were generated through the clearing system rather than cash transactions.
From 19 to 25 July 2025, total non-oil revenues in these areas amounted to 87,229,625,390 Iraqi dinars. Of this, 80 billion Iraqi dinars were cleared (92%), while 7,079,941,179 dinars (8%) and 157,684,211 dinars were collected in non-cash and cash forms respectively. No revenue was collected via cheque.
The Shafafiat initiative was launched by Qubad Talabani, Deputy Prime Minister of the Kurdistan Region, on 15 December 2022, as the first project of its kind in both the Kurdistan Region and Iraq. The programme aims to ensure full transparency in the collection and reporting of non-oil revenues across Sulaymaniyah, Halabja, Raparin, and Garmian, with detailed records available to the public via the platform shafafiat.com.
The project has received widespread support across the Kurdistan Region, with growing calls to expand the model to include revenues from oil and other regions.
