The Patriotic Union Kurdistan (PUK) honors its electoral promises to the people because the Iraqi budget plan for 2023, 2024, and 2025 stipulates that pay savings will be returned to Kurdistan Region employees every month which was one of the promises the PUK made to the people. The position of the Kurdistan Region is not threatened by the rights and financial entitlements of the employees or justice in the distribution of the provinces' shares in the budget bill, according to a member of the Finance Committee of the Iraqi Parliament. Instead, it is an effort to uphold people's rights while putting a stop to corruption and injustice in the Region.
Dr. Narmin Maruf, a member of the Iraqi Parliament's Finance Committee, told PUKMEDIA: "The PUK faction had submitted three proposals to the Finance Committee, which included giving priority to employees' salaries, fair distribution of provinces' shares, and the return of salary savings to employees."
"We stress the implementation of our proposals and consider it our duty and responsibility to ensure this," she continued. "These proposals were part of the promises that the PUK made to the employees and people of the Kurdistan Region during the election campaign."
“It is not a violation of the Constitution or damaging to assert citizens' rights. We must never forget how the Constitution created our Region. Thus, no one has the right to appeal against this article.” she added.
According to the Iraqi budget bill, the Kurdistan Regional Government (KRG) is legally required to prioritize distributing employees' salaries upon receiving the Kurdistan Region's share of the Iraqi budget. Every province and independent administration in the Region must receive their fair share, and every employee must receive an additional 10% of their salaries as compensation for the KRG's previous salary savings.
The PUK wants to eliminate corruption and establish equity in revenue distributionIn addition to preserving employees' rights and financial entitlements, the PUK faction's efforts to stop corruption and achieve fairness in the distribution of revenue continue, and the PUK faction voted for budget bill items 13 and 14.
Dr. Bryar Rashid, a member of the Iraqi parliament from the PUK faction, told PUKMEDIA: "Both items 13 and 14 of the Iraqi budget bill for the years 2023-2024-2025 are in the interest of the employees and people of the Kurdistan Region, which is why the PUK faction voted for these two items."
"If the KRG or the federal government does not comply with the decision, the Federal Court will rule on the issue, and the Region's financial entitlements will be cut," he stated.
"Another item voted on by the PUK faction states that if Iraq's share of the Region is not distributed fairly to the provinces, the oppressed province may file a complaint and receive its share directly from the Iraqi government." Of course, this is another endeavor to stop corruption and establish justice in revenue distribution, for which the PUK and the people of Sulaymaniyah, Halabja, and the independent administrations of Raparin and Garmian have made numerous sacrifices," MP Rashid continued.
"According to the bill's provision, salary savings will be returned to employees at 10% of their monthly salaries," he explained. "For example, if an employee's monthly salary is one million dinars, he will receive an additional 10% of his salary, meaning he will receive an extra 100,000 dinars above his original salary."
The PUK has proven that there is a party that defends the employeesPeople are delighted with the PUK's efforts to include an item in the budget bill in the interest of employees, who urge other parties to join them in preserving employees' rights.
Sulaymaniyah University employee Amira Osman told PUKMEDIA: "It is commendable that the PUK faction kept its promise to the employees and included an item in the budget bill for the benefit of the employees."
"We call on the Kurdish parties to be unified on the rights and financial entitlements of the employees. If the KRG does not consent to the return of salary savings at a rate of 10% per month, then another mechanism must be found to return the savings," she added.
